Local Assistance

The Division of Local Assistance administers State and Federal funding to local agencies in California. We assist agencies in maximizing their financial reimbursement for transportation projects. A vital part of maximizing reimbursement is maintaining compliance with State and Federal regulations.

Funding is available for the following project types:

Highway Bridge Replacement and Rehabilitation Program (HBRR): Replacement of structurally deficient or functionally obsolete bridges on any public road, rehabilitation of bridges, replacement of low water crossings, bridge painting and rail replacement.

Highway Safety Improvement Program (HSIP) & High Risk Rural Roads Program (HR3)

: HSIP funds are eligible for work on any publicly-owned roadway or bicycle/pedestrian pathway or trail that expeditiously corrects or improves the safety for its users. HR3 funds cover safety projects for rural roads.

Emergency Relief Program (ER): In a declared disaster, for repair of serious damage to Federal-aid highways resulting from catastrophic failure or natural disaster.

Active Transportation Program (ATP): The ATP consolidates existing federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account (BTA), and State Safe Routes to School (SR2S), into a single program with a focus to make California a national leader in active transportation.

Environmental Enhancement and Mitigation (EEM): Now administered by the California Natural Resources Agency.
